Target: Leningrad - Solo - Unclear outcome

Description provided by Nathan Wailes Gaming on YouTube:

Strategic conclusions I've come to: - The Soviets should keep a strong garrison in Leningrad from the beginning of the game because 1) they get a special unit with a powerful defense ability that can *only* come into Leningrad and *only* on a particular turn, and 2) Soviet units can receive replacements in Leningrad while the city is surrounded, which is unlike every other hex on the map where they need to be able to trace a path free of enemy zones of control to the eastern board edge. So if Leningrad is held and strongly defended, it could be far harder for the Germans to take it than any other hex in the game. - The Soviet player should probably keep the Baltic Sea Fleet in Riga and then retreat it to Leningrad. Riga because it's a chokepoint for advancing German units, and Leningrad because that's going to be where the Soviets will have the best chance of making a stand that the Germans can't overcome (because of the special rules for Leningrad, the defensive terrain bonus, etc.). - The Germans should try to keep their infantry moving forward each turn, use their armor to get around behind enemy units that the infantry are attacking in order to cut off the path of retreat, and maybe use their armor to attack bypassed units to allow infantry to keep moving forward. - I don't think that the German armor by itself can do much to stop Soviet replacements and reinforcements, because the Line of Communication requirement for creating new Soviet replacement units in Soviet-controlled cities can go through any terrain (like, through swamps and forest) when tracing a path to the eastern map edge, in other words the LoC doesn't need to stick to the rail-line in a way that the German armor could easily cut off with their ZOCs, so rushing the German armor well forward of the German infantry doesn't seem like a productive use of the armor unless you think you can take a lightly-defended Leningrad.

About Target: Leningrad – The Advance of Army Group North: June-August, 1941, from BoardGameGeek:

This “quiet northern flank” of Operation Barbarossa was anything but quiet. Army Group North, commanded by Field Marshal von Leeb, was given an important strategic goal – Target: Leningrad! To capture this second capital of Russia and the birthplace of Soviet communism would deal a severe psychological blow to the enemy, protect the northern flank of Army Group Center, and bring an overland route into Finland, Germany's Axis ally in the north. Hitler would obsess on the capture of Leningrad. Taking Latvia, Lithuania and Estonia in their Baltic drive, as well as the north regions of Byelorussia, the Germans found themselves facing stubborn resistance from the Red Army and the Soviet Baltic Sea Fleet. Several Soviet counteroffensives were launched, but the Baltic States were soon overrun and operational objectives such as Talinin eventually fell to the German Blitzkrieg. The Soviets would improvise defensive barriers like the Luga Line, but Germans kept coming... Target: Leningrad is a new game from legendary game designer Frank Chadwick, iterating the Campaigns in Russia game system used in Battle for Moscow, The Arduous Beginning: The Attack of Army Group Center June - August 1941 and Objective: Kiev (The Advance of Army Group South: June-August, 1941). Featuring countless opportunities and variations, Target: Leningrad presents an endlessly fascinating series of puzzles, filled with rich historical narrative in every move, as Leningrad becomes the focus of this great campaign. Complexity: 2.5 on a 9 scale Solitaire Suitability: 8 on a 9 scale Scale: Each unit is one German corps or Soviet army or corps, and each turn is approximately eight days. Game Components: • One 6-page, color Standard Rules booklet • 32 color, two-sided die-cut 5/8” mounted pieces • One 11” x 17” color game map with tables • 1 Player Aid sheet
