Four Parties with competing interests (Clergy, Nobles, Merchants, and Rebels) wheel and deal to shape their city-state's new Constitution via a shared-scoring system. Meanwhile, Independent players seek to achieve their own unique objectives. Parties primarily earn points by adding Articles to the Constitution that align with their party's Virtues. Every Article corresponds to one of four Virtues: Order, Wealth, Freedom, and Justice. Since each Virtue is shared between two parties, no one scores alone! While your party is small, you share common goals with almost everyone. Winning requires shrewdly building and breaking alliances, and manipulating the convention's processes. Players are split into Councils. Over five rounds, each Council's members bid Influence to determine which Article their Council will add to the Constitution The player at the top of each Council board is the Council Chair, a position with powerful privileges. Persuading the Council Chair to act in your interests (or ousting them) is key. The Council Chair breaks ties and resolves Edicts, special laws that are passed as Articles are added to the Constitution. -description from the publisher
