You are a detective trying to determine if super beings in your city are good or evil. You will surveil them in the act of either criminal activity or helping others. By this you will know if they are villains or heroes. Your goal is to arrest the villains and hire the heroes. By doing this you will gain points and the player with the most points is the winner. Tokens are drawn from a bag each round and placed on the main board in 6 locations. Each token shows a number of resources and number of actions. For four of these spaces the resources gained depend on the space from which the tokens where taken. They are public support, police co-operation, technology, and money. These resources allow a player to gain surveillance items and allow them to view super beings activities. The other two spaces allow players to build up their containment facility (for when a villain is arrested) and their team morale (for when a hero is recruited). The activities are cards placed on a grid of the main board. If the player views an activity (card) from both the row and column of the card, he/she can keep it secret from the other players. If the activity is detected from just the row or the column, the player must make it publicly known for all players to see. Each activity also shows a level of severity or generosity depending on if the action is evil or good. By these numbers a player knows how strong his/her detention facility must be to hold an evil being, or how strong his team morale must be to accept a new super hero. -description from the publisher
