The Tavern is a place where you can bribe a drunk sailor into telling you secrets and information, some good, some bad. The Tavern is full of good and bad items. Items that will help you, give you bonuses or hurt you or other players. You take your chance at The Tavern, but when it helps, it really helps. Also adds some bonus cards to the main deck.
