About Ten Hours or No Sawdust, from BoardGameGeek:

Ten Hours or No Sawdust pits players against each other as they compete to control mills, influence newspapers, recruit from taverns, and lobby politicians in order to prevail in a labor dispute over the twelve hour work day of the north woods in 1881. Players deploy their followers strategically throughout Eau Claire, Wisconsin hoping to hold majorities in as many of the key locations they can at the end of each round. Gameplay is both straightforward and taxing, with a rondel forcing players to think a few moves ahead as they try to expand influence while preventing their opponents from utilizing treacherous powers such as converting workers or calling in the state militia. -description from the publisher
